Survey of location payments

London allowances were designed to help staff meet the higher cost of living in the capital. But over time these payments have evolved and are now principally seen by employers as a response to recruitment and retention difficulties in the tight labour markets of London and the South East. A study by Incomes Data Services includes a sector-by-sector listing of location payments covering 160 named organisations.

IDS reckons that there are a number of independent or complementary approaches that employers can take to boost the pay of staff in these and other regions, including:

  • free-standing allowances
  • separate, higher pay scales
  • zonal pay systems
  • various forms of "market" or "recruitment and retention" supplements.

Indeed, the variety of options available is "making it increasingly difficult to pinpoint the precise value of the London differential," says IDS.

This annual study considers some of the pay options available to organisations seeking to address recruitment and retention difficulties in tight labour market areas.

Across 25 pages it summarises the major sectoral trends in London and other location allowances, paying particular attention to three sectors: finance, public services and retail.

In addition to highlighting recent changes to the structure of payments, it clearly sets out the levels of payment in 163 organisations and the locations in which they are paid.
