Sometimes, job evaluation projects don’t go all that smoothly . . .

Many staff in the Devon & Cornwall Constabulary felt very aggrieved by a job evaluation process. What’s more, some believed they had evidence of serious “wrong doing”. Allegations of corrupt practices and gross misconduct were made. A lengthy investigation by the Metropolitan Police Service into the controversial project examined what went wrong and laid bare a catalogue of serious failings.

Details of the Metropolitan Police Service investigation into the attempt by Devon & Cornwall Constabulary to implement and undertake a job evaluation project uncovered fundamental flaws in the development programme, everything from an absence of job evaluation expertise to a lack of project management principles.

But the investigation was “unable to find substantial evidence to prove that there was any conduct which would amount to criminal charges”. It concludes: “There was a clear tangible belief that there had been serious misconduct or criminal behaviour. This was perpetuated by rumour and gossip. During the investigation it emerged that many issues raised were without foundation or a misinterpretation of events.”
