Modernisation of public sector pay continues

Public sector employees have enjoyed real improvements in basic pay in the past year, but many continue to be affected by a raft of reforms as the government attempts to modernise reward systems, according to a new report by pay analysts Industrial Relations Services.

The 10-page IRS report chronicles all the latest pay awards across the public sector, examines attempts to tackle staffing shortages and provides a state-of-play analysis of the pay reform programme.

The background: changes to public sector pay

  • Planned reforms for civil servants include team-based incentives and more rapid salary progression.
  • In local government, attempts are being made to implement a single, national pay spine which will deal with pressing equal pay issues.
  • A controversial new shake-up of classroom teachers&#8217 pay in England and Wales has for the first time introduced performance thresholds.
  • At the heart of the changes in the NHS is the introduction of three national spines to cover all health service staff, underpinned by a single job evaluation scheme.
